And the people do that by electing Representative to talk for them, to protect life, liberty and personal properties. â€Å"The absolute rights of individuals may be resolved into the right of personal security, the right of personal liberty, and the right to acquire and enjoy property†¦ and that consists in being protected and governed by laws made, or assented to, by the representatives of the people, and conducive to the general welfare† (James Kent, Commentaries on American Law, Lecture XXIV).Yes I believe that the congress lived up to protect life, liberty and personal properties, because they used â€Å"†¦Federal financial supervisory agency to use its authority when examining financial institutions, to encourage such institutions to help meet the credit needs of the local communities in which they are chartered consiste nt with the safe and sound operation of such institutions†¦Ã¢â‚¬  (Community Reinvestment Act, October 12, 1977) They did this so everyone could get a house. They also wanted to get more people into house so the economy could move.Because of that the demand for houses increased and so did the prices and most people were not able to afford and could not get a loan form the bank. Because of that the government â€Å"†¦in 1995 gave the CRA serious teeth: regulators could now deny a bank with a low CRA rating approval to merge with another bank—at a time when the arrival of interstate banking made such approvals especially valuable—or even to open new branches. Complaints from community organizations would now count against a bank’s CRA rating. † (Lawrence H. White, â€Å"How Did We Get into This Financial Mess? † Cato Institute, November 18, 2008). HUD also â€Å"actively pushed Fannie Mae and Freddie Mac into backing the enormous expansio n of the nonprime mortgage market†¦. To fund their enormous growth, Fannie Mae and Freddie Mac had to borrow huge sums in wholesale financial markets. Institutional investors were willing to lend to the government-sponsored mortgage companies cheaply †¦ because they thought that the Treasury would repay them should Fannie or Freddie be unable. † (Lawrence H. White, â€Å"How Did We Get into This Financial Mess? ,† Cato Institute, November 18, 2008).Congress tried to help the people by putting out more funds like The American Dream Down payment Initiative (ADDI). ADDI helped first time house buyers by paying their down payment or the closing cost. This helps more people to buy a house. â€Å"The American Dream Downpayment Assistance Act authorized up to $200 million annually. Funds were appropriated for fiscal years 2004-2008†¦. ADDI helped first-time homebuyers with the biggest hurdle to homeownership: downpayment and closing costs† The original pu rpose of the president was to carry out any decisions that congress made, but the president was not independent of Congress.Congress still remained completely in charge of how their decisions were carried out. The president is part of the executive who was to look up to congress so there is not a person making all the decision. All the powers of government, legislative, executive, and judiciary, result to the legislative body [in the Virginia Constitution of 1776]. The concentrating these in the same hands is precisely the definition of despotic government. It will be no alleviation that these powers will be exercised by a plurality of hands, and not by a single one. 73 despots would surely be as oppressive as one. † (Thomas Jefferson, Notes on the State of Virginia, Query 13, 1784). But when it came to the housing market the president/ executive department and agencies did not live up to their purpose in their actions in the area of housing. For example â€Å"President Bill Clinton's HUD agreed to let Fannie and Freddie get affordable-housing credit for buying subprime securities that included loans to low-income borrowers. The idea was that subprime lending benefited many borrowers who did not qualify for conventional loans. † (Carol D.Leonnig, â€Å"How HUD Mortgage Policy Fed the Crisis,† Washington Post, June 10, 2008). In 1999 the Clinton administration viewed Fannie Mae as a hazard trying to prevent the housing bubble and collapse. â€Å"Treasury Secretary Lawrence Summers issued a warning, saying, â€Å"Debates about systemic risk should also now include government-sponsored enterprises, which are large and growing rapidly. ’ It was a signal moment. An administration official had said in public that Fannie Mae and Freddie Mac could be a hazard† (â€Å"How Washington Failed to Rein in Fannie, Freddie,† Washington Post, September 4, 2008).The Clinton administration really didn’t like Fannie because they tr ied to â€Å"discouraged Fannie and Freddie from buying predatory subprime loans. Department of Housing and Urban Development called for Congress to enact legislation to â€Å"prohibit the purchase by each of these entities of predatory loans. † Fannie Mae was designed to help people. The sole purpose of them were to get banks to sell loans to people that would not always be able to get loans and then Fannie and Freddie would buy those loans form the bank giving back the money back to banks. The U. S. government had created Fannie Mae in 1938 to buy mortgages from banks that loaned money to homebuyers†¦. It was a Depression-era creation designed to ease financing costs for borrowers still recovering from the economic devastation of the 1930s† (Gretchen Morgenson, Reckless Endangerment, 13). To bring compotation and have verity the government created Freddie Mac so more loans could be bought and more people would invest. â€Å"†¦from an agency of the governme nt into a partially private entity that issued common stock to public investors†¦.The president’s idea was to get the company’s liabilities off the government’s balance sheet† (Gretchen Morgenson, Reckless Endangerment, 13). To get Fannie and Freddie get going on it own, they would sell stock where people would be able to by one of loans that Fannie and Freddie would buy form the banks, but the good thing was if the person was not able to pay back to Fannie and Freddie, the person who bought the loan would get paid back form the government. Around 1999 Fannie and Freddie became so big that the government was losing more money then making money.The treasury did not like that they had to pay back to the people who invested in Fannie and Freddie. When the economy downturn in 2001 due to lots of mortgages not paid and more foreclosed houses, the Federal reserve tried to bring it up by expanding the U. S. money supply the goal was to bring up the economy by putting money into the economy and people start spending. â€Å"In the recession of 2001, the Federal Reserve System, under Chairman Alan Greenspan, began aggressively expanding the U. S. money supply†¦.The expansion was accompanied by the Fed repeatedly lowering its target rate for the federal funds (interbank short-term) interest rate. The federal funds rate began 2001 at 6. 25 percent and ended the year at 1. 75 percent. † † (Lawrence White, â€Å"How Did We Get into This Financial Mess? ,† Cato Institute, November 18, 2008). But this did not help, low interest rates affect the behavior of investors. They stopped buying bonds and The Federal Reserve Board’s decision to slash interest rates to propel the economy was hurting investors who lived on the income generated by their holdings. In 2001, mortgage lenders †¦ understood that the low interest-rate environment was driving investors to securities that yielded more than Treasury bonds and other relatively conservative fixed-income instruments. † Due to less people-buying bond, the federal reserve made the interest rate low but they had to raise the house price to balance it. That way people saw this as in opportunity to buy a house with low interest rate. Example form 26D. In 2005 federal reserve desperately made the discount form 4. to 6. 5 to help get the house market rolling again. â€Å"In August [2005], the Federal Reserve Board increased its discount rate to 4. 5 percent, up from 2 percent the summer before. The Fed was finally trying to tap on the brakes of a runway real estate market† (Gretchen Morgenson, Reckless Endangerment, 286) What the feds tried to fix by getting more blacks to buy because of people getting on them form being racist kicked them in the butt when more than half had there house foreclosed. In October 1992, â€Å"Mortgage Lending in Boston: Interpreting HMDA Data† was published by the Boston Fed. Its authors were [Alicia H. ] Munnell, Lynn E. Brown, and Geoffrey M. B. Tootell†¦. Racial bias by mortgage lenders, Munnell and her colleagues wrote, not only existed it was pervasive. The HMDA data showed that black and Hispanic loan applicants were far more likely to be rejected by banks than were whites. The rejection ratio for minorities was 2. 8 to 1 compared with white applicants†¦ . There was only problem.The methods used by the Boston Fed researchers to prepare their report were flawed†¦. The analysis did not consider whether an applicant met a lender’s credit guidelines† I was happy that congress wanted to help anyone who wanted a house, there intensions were good by creating Fannie and Freddie but when people figured out that they can buy loans form Fannie and Freddie will be payed back when they know the owner of that mortgage will never be able to pay back. More community lost there value due to this.

The Copenhagen Zoo killed Marius the giraffe and four lions.

The Copenhagen Zoo killed Marius the giraffe and four lions. When the Copenhagen Zoo in Denmark  killed Marius the giraffe  on February 9, 2014, the public outrage was instantaneous and worldwide. Marius was dissected in front of a public audience, including children, and then fed to the zoos lions. The furor had barely cooled down when, on March 24, 2014, the same zoo  killed four healthy lions, including some who had feasted on Marius remains.   Unfortunately, animals born at zoos do not always get to live their lives out fully.  David Williams-Mitchell, a spokesperson for the  European Association of Zoos and Aquaria,  told CNN that approximately  3,000 to 5,000 animals are killed each year at EAZA zoos. Of these, several hundred are large animals like giraffes and lions, while the majority are smaller animals, including insects and rodents. According to The Independent, five giraffes have been killed in Danish zoos since 2012, as well as  22 healthy zebras, four hippos and two Arabian Oryx throughout Europe. Although policies of the American Association of Zoos and Aquariums are different from those of the EAZA, the animals in American zoos do not always live out their lives at the zoo. Marius the Giraffe    Marius was a healthy, two year old giraffe who was killed by the Copenhagen Zoo  to prevent inbreeding. Although other zoos had offered to take in Marius, one already had Marius brother (making Marius genetically redundant at that zoo), and the others were not accredited by the EAZA. Lesley Dickie, Executive Director of the European Association of Zoos and Aquaria, explained in a CNN op ed that Marius would be unlikely to survive in the wild; sterilization for male giraffes can lead to undesirable side-effects  and contraception for female giraffes is difficult, in its infancy, can can be irreversible. Dickie and Copenhagen Zoo officials have repeatedly pointed out that the killing of Marius was within EAZA guidelines.   The zoo and their staff have received death threats and threats to burn down the zoo. Four Lions Killed at Copenhagen Zoo    A few weeks.after killing Marius, the Copenhagen Zoo killed a family of four healthy lions - two parents and their cubs. The zoo had brought in a new, young male to mate with the 18-month-old females who had been born at the zoo, and did not want the young females to mate with their own father.  The zoo argues that the new male would have killed the adult male and two young cubs, as part of a male lions natural behavior of killing all the cubs  and killing the adult male when he takes over a new pride of lions.   The zoo claims that no other zoos were interested in taking the lion family. The justifications for killing the lions have focused on the animals natural behavior, but killing the lions is hardly natural. In the wild, the new male would have to oust the male head of the pride before taking over. This would happen only if the new male were stronger.  Survival of the fittest keeps the species strong as it continues to evolve.   While a new, stronger male would have killed the existing male and the young cubs,  this explanation fails to  address why the older female lion was killed. Controversy . While animal rights activist oppose keeping animals in zoos regardless of their breeding and killing policies, the practice of killing excess animals is especially objectionable and draws public outrage. If thousands of animals are killed every year, why did Marius death garner so much media coverage? It may have been because Marius was dissected and butchered in front of a public audience, and then fed to lions. The controversy, however, was not centered around the dissection and butchering, but on the reasons the giraffe was killed. As Dickie points out, a zoos resources are finite. They knew or should have known in advance that Marius would be genetically undesirable for breeding and yet they allowed Marius parents to breed. The arguments against sterilization or transferring Marius are unconvincing. The British zoo that wanted Marius is capable of making their own determination as to whether Marius was valuable, and the problems with sterilization cannot be worse than death. The whole problem appears to stem from the zoos desire to feature baby animals, even if allowing the animals to reproduce leads to overbreeding, overcrowding and killing.   Supporters of the zoo point out that lions are regularly fed meat from dead animals, and many critics of the zoo are not vegetarian. However, whether some critics of the zoo are hypocrites is a separate issue from whether the zoo was right in killing Marius. Animal rights activists do not believe in keeping any animals in zoos (not be confused with sanctuaries), and are vegan, so there is no inconsistency in the animal rights position.   After the four lions were killed, humor website The Global Edition published a satirical  piece,  Copenhagen Zoo Kills Four Healthy Staff Members To Make Space For New Employees. American Zoos and Aquariums While European zoos would rather allow the animals to naturally reproduce and kill excess animals, American zoos prefer contraception. Regarding Marius killing,  the American Association of Zoos and Aquariums stated in a press release,  Incidents of that sort do not happen at AZA-accredited zoos and aquariums, pointing out that AZA-accredited zoos minimize overbreeding. AZA zoos do sometimes overbreed, leading to animals being sold to unaccredited zoos, circuses, and even canned hunting operations.   Jack Hanna,  director emeritus of the Columbus Zoo and Aquarium in Ohio, called the killing of Marius the most abominable, insensitive, ridiculous thing Ive ever heard of. What is the solution?    Many have argued that Marius could have been sterilized, that his parents could have been sterilized, or that Marius should have been transferred to another zoo. The lions could have also gone to another zoo, the zoo could have built a second lion enclosure,  or the zoo could have passed on bringing in the new lion. While these solutions may have saved these five lives, the issue is bigger than these five animals. Keeping animals in captivity, regardless of whether they are bred, overbred, or intentionally killed,  violates the animals rights  to live their lives free of human use and exploitation. From an animal rights viewpoint, the solution is to boycott zoos and all animal cruelty, and go vegan.

Welding - Plumbing - Learn a Trade, Find a Job It’s probably fair to say that nobody wants to experience the Great Depression again. Ever. The unemployment rate hit 20.1 percent in 1935. Our senior generations remember those days well. It seems you don’t easily forget being hungry. The U.S. Department of Labor reports that in January, 2009, the unemployment rate in the U.S. was 7.6 percent. People are responding by taking action, some of them by going back to school to learn a trade or finish a degree. Welding or CNA Anyone? â€Å"Interest in our Certified Nursing Assistant (CNA) classes is way up,† said John Kenney, Director of Continuing Education at Arkansas State University – Mountain Home (ASUMH). â€Å"Our welding technology program has seen the largest jump.† Kenney increased his welding faculty this semester to provide more classes. ASUMH now offers evening classes Monday through Friday and day classes Friday and Saturday, and most are filled to capacity. â€Å"Im seeing a definite shift this semester,† Kenney said, â€Å"from retirees who just want to learn to weld to a younger group of students who are in their late 20’s, early 30’s who are looking for a change in careers or who want to start a new career. As you would expect, some have been laid off from their jobs or are underemployed. They seem to be a motivated group who are eager to learn.† Kenney reported that many are choosing to document their skills through national certification testing such as that provided by the American Welding Society. Add a Degree to Your Trade Knowledge At the University of Minnesota, Bob Stine, the Associate Dean of the College of Continuing Education, Degree and Credit Programs, sees increased interest in the B.A. degree they offer in Construction Management. It’s designed for people who already have a two-year Associate’s degree and want to advance their careers. Students come in as juniors. â€Å"There’s a heavy dose of applied business courses,† Stine said, â€Å"so students learn the business side of the background they already have in a certain trade.† The U of M also offers a new online degree completion program for students who have at least two years of college and want to finish their degree. The innovative program starts with one face-to-face introductory class and is completed online. â€Å"The first class is about self-reflection,† Stine said, â€Å"in which students ask themselves why they’re going back to school, why it’s rational, and what their desired course list looks like. They say at the end, ‘Now I understand what I’m doing and why,’ and off they go.† How About an Environmental Occupation? The Water Quality courses at the Training, Research Education for Environmental Occupations Center (TREEO) at the University of Florida are popular and appreciated. This is what one student had to say, â€Å"My confidence level shot up, and the most valuable portions of the course to me were the math, trouble-shooting, and treatment processes.† Even the smallest towns need water-treatment personnel. It’s one of those jobs we tend to take for granted. UF also provides courses in everything from health professions and insurance to law and real estate. Dr. Eileen I. Oliver, is Interim Dean and Professor of the Division of Continuing Education there. Overall, Enrollment is Up â€Å"Overall, enrollment is up this semester at ASUMH for all classes and I believe at most 2-year colleges,† Kenney said. â€Å"Money is tight and community colleges offer good value for dollars spent.† ASUMH is beginning new CNA classes each month and they’re usually at maximum enrollment. Kenney is seeing several students who have been working in housekeeping or who have been employed as aids who want to increase their skill-level for higher-paying jobs as Certified Nursing Assistants. Charles Russell, a learner representative who answers an information line at the U of M, shared his take on the changes he sees in callers to the university. â€Å"My instincts tell me we are getting fewer passive inquiries and more decisive action from learners,† Russell wrote. â€Å" ‘I am thinking about’ is being replaced with, ‘I need to.’ To me, this subtle shift is the result of the economy forcing the decision as people react to their personal anxieties over the current economic uncertainties. Being proactive gives a person the feeling of control over their situation.† The U of M is also seeing a definite â€Å"increase in the number of people seeking individual appointments with our career and lifework counselor,† according to Rachel Wright, Marketing Communications Associate. All of this is good news for non-traditional students considering going back to school to either protect a job they love or to find a more secure position. Take the advice of these professionals. Check out what your local community colleges and universities have to offer you. Ask how they make it easy for you to take classes while you’re working and raising a family. Make an appointment with a counselor. Take action. You don’t ever have to go hungry.
